Une variété toujours croissante de substances chimiques affecte notre environnement = 211; dont certaines sont d’ailleurs fort utiles. Il a été constaté, cependant, que nombre d’entre elles présentai= ent des propriétés mutagènes. Or, les agents mutagè= nes peuvent affecter défavorablement le matériel gén&eacut= e;tique sans provoquer d’autres dommages, visibles, à la cellule ou à l’organisme ; aussi n’auraient-ils peut-être jamais fait l’objet de tests, étant susceptibles d’échapper aux procédés les plus traditionnels d’évaluation toxicologique.

Les études men&eac= ute;es au cours des dix dernières années ont identifié des substances mutagènes parmi les additifs alimentaires, les pesticides, les produits cosmétiques et les composés industriels. Ces découvertes ont eu pour effet de développer de façon spectaculaire les recherches en mutagenèse chimique […] Des so= ciétés consacrées à l’étude des agents mutagènes= de l’environnement et de leurs effets ont été fondé= es dans le monde entier ; parallèlement une presse spécialisée s’est créée, ainsi qu’u= ne banque de données, l’  « = Environmental Mutagen Information Center » (E.M.I.= C).

Les modifications génétiques provoquées sont de trois ordres : muta= tion des gènes, brisures de chromosomes entraînant souvent des aberrations chromosomiques, enfin altération dans le nombre de chromosomes. Lorsqu’elles s’expriment, ces modifications g&eacu= te;nétiques ont des effets néfastes sur les descendan= ts […].

Il existe une corré= ;lation frappante entre le potentiel cancérigène et mutagène d= e la plupart des substances chimiques. […]

La tâche la plus pr= essante est donc de trouver le moyen de réduire les risques cancérigènes et génétiques, et d’assurer = une protection convenable des humains. Les problèmes posés pour atteindre ce but sont d’une telle dimension globale qu’ils exig= ent une intense collaboration à l’échelle mondiale,  et qu’ils doivent être classés en première priorité ; c’est pourqu= oi a été créée la Commission Internationale pour la Protection contre les Agents Mutagènes et Cancérigènes= de l’Environnement ( Internationale Commissio= n for Protection against Environ= mental Mutagens and Carcinogens) sous le signe I.C.P.E.M.C. […]

L’ICPEMC se propose= de faire le point de l’état actuel des connaissances concernant la mutagenèse et la cancérogenèse de l’environnemen= t, afin de formuler des recommandations. Sur elles pourront se fonder les réglementations. La Commission signalera également les lacune= s des connaissances actuelles et  recommandera de nouveaux axes de recherche.

Six tâches sont reconnues :

1.      Développement, validation, application et comparaison des systèmes d’évaluation à court terme pour l’identification = et la caractérisation des agents chimiques mutagènes cancérigènes.

2.      Relation entre cancérogenèse et mutagenèse.

3.      Etablissement d’un registre des principes et des actions réglementaires &agr= ave; l’échelle nationale.

4.      Formulation de principes généraux pour évaluer les risques pouvant servir de base pour la définition des limites d’exposition maximale.

5.      Revue générale des études épidémiologiques dans les secteurs de la population exposés aux agents mutagènes et cancérigènes.

6.      Mise à jour permanente de l’état de nos connaissances en ce = qui concerne les niveaux d’exposition chronique et aiguë à des substances chimiques spécifiques.

MM. Fr= itz Sobels (Pays- Bas), Frederick de Serres (USA), Paul <= span class=3DSpellE>Lohman (Pays-Bas) et Bernie Matt= er (Suisse) assureront respectivement les fonctions de Président, Vice-Président, Secrétaire et Trésorier durant les tro= is premières années.

Les fo= nctions de l’ICPEMC et de ses divers sous-comités seront patronn&eacut= e;es par  l’Institut de la Vi= e. Le Délégué Général de l’Institut de la Vie, le Pr. Maurice Marois, sera Vice-Président de l’ICPEMC po= ur assurer les liaisons.
